January 6, 2015

1277 – A resolution to hire Administrative Personnel for the Road Department.

1279 – A resolution authorizing the Parish President to submit a loan pre-application and accompanying documents to the Louisiana Department of Environmental Quality on behalf of St. Bernard Parish for the purpose of repair and rehabilitation of the Sanitary Sewer Gravity Collection System of the St. Bernard Parish Sewer District.

1280 – A resolution authorizing acceptance of a 2014-2015 Federal Transportation Alternatives Program Grant for construction of The St. Bernard Mississippi River Trail Phase III in the amount of $818,000.00.

1281 – A resolution authorizing acceptance of a 2014-2015 Federal Transportation Alternatives Program Grant for construction of the St. Bernard reconstruction of sidewalk and new “mixed use path” along Jean Lafitte Parkway in the amount of $289,000.00.

1282 – A resolution approving the dates and times of the Executive Finance Committee meetings for the first quarter of 2015.

1283 – A resolution requesting approval to rename a dedication from the fifty million dollar bond from “GIS Mapping’ to “GIS Mapping/Master Drainage Plan.”

1284 – A resolution setting St. Bernard Parish Government policy on budgetary personnel and payroll.

1289 – A resolution authorizing a grant application to the Federal Emergency Management Agency’s Hazard Mitigation Grant Program for FY2015 in the amount not to exceed $2,800,000.00 for the Hurricane Gustav Severe Repetitive Loss and Repetitive Loss Elevation Program.

1290 – A resolution to appoint Lieutenant Colonel Michael A. Gorbaty, USAF (Retired) to the St. Bernard Parish 911 Communications District.

February 18, 2015

1297 – A resolution to authorize a pay increase for administrative employees in the Water and Sewer Department.

1299 – A resolution appointing Richard Lewis as the temporary presiding officer for the St. Bernard Parish Council for February 18, 2015.

March 3, 2015

1300 – Approve permits as recommended by the Alcohol Beverage and Bingo Department

1301 – A resolution to pay invoices from Hartman Engineering, totaling $77,452.89, and Beta Testing and Inspection, LLC, totaling $11,206.75; said invoices shall be paid out of “miscellaneous expenses” in the $50 million bond.

1302 – A resolution finding and determining that no petition has been filed objecting to the proposed issuance of Taxable Utilities Revenue Bonds of the Parish of St. Bernard, State of Louisiana (the “Parish”), in an amount not to exceed Twenty One Million Dollars ($21,000,000) (the “Bonds”), authorizing the officials of the Parish to proceed with the preparation of the documents required for the issuance of the Bonds, and to obtain the approval of the Louisiana State Bond Commission for the issuance of the Bonds, and providing for other matters in connection therewith.

1303 – A resolution authorizing the Parish President to complete and submit those documents and agreements required in connection with the Community Water Enrichment Fund (CWEF) 2014-2015 grant application in the sum of $135,317.00 to the State of Louisiana to assist the Public Works Department with replacement of waterline on Aycock Street to improve the public works department’s ability to provide water service to the citizens of St. Bernard Parish.

1304 – A resolution authorizing the Parish President to sign and Execute Utiliworks Water System Automation Evaluation Proposal for the Smart Water Program.

1305 – A resolution to respectfully request the US Geological Survey (USGS) install salinity monitoring equipment in Lake Borgne in the vicinity of Shell Beach, La.

1306 – A resolution to hire Administrative Personnel for the Maintenance Department.

1311 – A resolution authorizing the Parish President to enter into the required Cooperative Endeavour Agreements with the LA Division of Administration, Office of Community Development- Disaster Recovery Unit to secure Community Development Block Grant (CDBG) disaster recovery funds; to utilize the State’s Administrative Consultant Pan American Engineers, Inc., to administer the long term community Recovery and Fisheries Program on behalf of the Parish Government; and, to authorize the Parish President to sign any and all documents required in the submission of the required application and subsequent administration of the program

1319 – A resolution authorizing acceptance of a Louisiana Government Assistance Program Grant Program in the amount of $11,800.00 for Geographical Information System equipment.

1320 – A resolution requesting approval to allocate Community Development Block Grant (CDBG) Disaster Recovery Monies in the amount of $150,000.00 for support of St. Bernard Courthouse repairs.

1321 – A resolution authorizing acceptance of a Louisiana Government Assistance Program Grant Program in the amount of $82,367.00 for lights and security cameras at Sidney Torres Memorial and Val Riess Parks.

1322 – A resolution authorizing a grant application to the Louisiana Office of Community Development for redevelopment of Bluebird Park in the amount of $300,000.00.

1323 – A resolution requesting our State Delegation to oppose any further spending on large scale lower Mississippi River Sediment Diversions proposed in House Concurrent Resolution 1 (Rep. Dove) until proper socio-economic and environmental impact studies are completed and proper USACE permits are obtained, and to motion for such objections and accomplishing amendments under the legislative oversight authority of the CPRA provided for in LA RS 49:214.5.3.

1324 – A resolution to request reimbursement for travel expenses incurred by Councilman Guy McInnis while in attendance at meetings in Washington, DC.

1334 – A resolution giving preliminary approval to the issuance of not exceeding Two Million Dollars ($2,000,000) of Certificates of Indebtedness, of the Parish of St. Bernard, State of Louisiana; providing certain terms of said certificates; making application to the State Bond Commission for approval of said Certificates; and providing for other matters in connection therewith.

1335 – A resolution giving preliminary approval to the issuance of not exceeding Four Million One Hundred Thousand Dollars ($4,100,000) of Limited Tax Certificates of Indebtedness of the Parish of St. Bernard, State of Louisiana; providing certain terms of said certificates; making application to the State Bond Commission for approval of said Certificates; and providing for other matters in connection therewith.

1359 – A resolution requesting approval to amend its Community Development Block Grant (CDBG) Disaster Recovery Fisheries Infrastructure Funds in the amount of $2,000,000.00 for support of the St. Bernard Parish Disaster Recovery Fisheries infrastructure Projects.

1364 – A resolution of the St. Bernard Parish Government in the State of Louisiana accepting full and final settlement of all claims against BP and others resulting from the Deepwater Horizon Oil Spill, authorizing the execution and delivery of a general release and other necessary documents and providing and immediately effective date.

1416 – A resolution authorizing accepting a Delta Regional Authority States’ Economic Development Assistance Grant in the amount of $70,000.00 for the St. Bernard Parish Digital Infrastructure Project.

1417 – A resolution authorizing a grant application to The Louisiana Community Development Block Grant Program in the amount of $800,000.00 for the Eastern St. Bernard Water System Improvement Project.

1418 – A resolution supporting the Committee Resolution adopted by the Committee on Environment and Public Works of the United States Senate adopted July 20, 2005, and supporting the Section 203 Integrated Feasibility Study and Draft Environmental Assessment, Baptiste Collette Bayou Navigation Channel Deepening, submitted to the Assistant Secretary of the Army (Civil Works), August 31, 2015; and otherwise to provide with respect thereto.
